eco-Energy Retrofit Program – IT’S BACK!!!!!

This morning, Canada’s Minister of Natural Resources, the Honourable Joe Oliver, along with HRAI President Warren Heeley, announced the renewal of the ecoENERGY Retrofit- Homes program at a Rona home improvement store in Etobicoke Ontario.

The program runs from June 6, 2011 to March 31, 2012.  Grant amounts are similar to the previous program with some minor changes.  New this year, homeowners are now required to register directly with the program before booking their pre- or post-retrofit energy evaluation.  Also, homeowners are required to provide receipts to their energy advisor at the time of the post-retrofit evaluation to confirm that products and equipment were purchased after June 6, 2011 and installed after a pre-retrofit evaluation.

Re-Instatement of ecoENERGY Retrofit-Homes Program

Budget 2011 includes an investment of almost $870 million over two years to address climate change and support the development of clean energy technologies.  The largest portion of this investment will be allocated to the revival of the ecoENERGY Retrofit-Homes program. A total of $400 million in funding will be provided in 2011-12 to help homeowners make their homes more energy efficient and to reduce the burden of high energy costs.

Accelerated Capital Cost Allowance (CCA) for Clean Energy Generation

The June 6, 2011 Budget outlines tax measures that will encourage businesses to invest in geothermal energy generation and conservation systems.  CCA Class 43.2 includes geothermal heat pump equipment and district energy equipment that distributes thermal energy from geothermal heat pumps.  The budget states that Class 43.2 “allows the cost of the assets to be deducted for tax purposes at a rate of 50% per year on a declining balance basis – which is faster than would be implied by the useful life of the assets”

Ontario’s Clean Energy Benefit

Ontario’s Long-Term Energy Plan is moving our province to clean sources of power while shutting down coal plants that pollute the air we breathe. Upgrading and modernizing our energy infrastructure is helping to provide reliable power to our homes and businesses.  Building more clean energy is also creating thousands of jobs for Ontarians in a growing renewable energy industry, supplying the solar, wind, bio-energy and hydro-electric markets.

To help you with the increased costs of these essential investments during this period of transition, the Ontario government is providing a 10% rebate off your total electricity bill – including electricity costs, regulatory charges, the debt retirement charge and taxes.

You will receive the Ontario Clean Energy Benefit on every bill for the next five years as our province continues to build our clean energy future. The Ontario Clean Energy Benefit applies to electricity charges incurred as of January 1, 2011.

Att: Geothermal – Income Tax Incentive

LEGISLATIVE AND REGULATORY NOTE – Explanatory Notes in Respect to the Income Tax Act and Related Acts and Regulations
Bill C-47, A second Act to implement certain provisions of the budget tabled in Parliament on March 4, 2010 and other measures (Sustaining Canada’s Economic Recovery Act), received Royal Assent on December 15, 2010.   As a result, accelerated capital cost allowance (CCA) for clean energy generation equipment now includes ground source heat pumps.   The Act became law upon receiving Royal Assent but many measures apply to equipment acquired before December 15, 2010.   Please consult your tax specialist to see how these regulatory changes may affect your project.  (Author: Canadian GeoExchange Coalition)

ecoENERGY Retrofit Homes – No longer accepting NEW Participants

Effective today, the ecoENERGY Retrofit – Homes program is no longer accepting bookings for pre-retrofit evaluations.  The program will continue to be administered until March 31, 2011.  If you have already booked an appointment for a pre-retrofit evaluation, have completed an evaluation (audit) or applied for re-entry to the program, you remain eligible to apply for a grant.  It is suggested that you complete your energy upgrades well in advance to allow enough time for your post-retrofit evaluation, as all post-retrofit evaluations must be completed by March 31, 2011.  Contact the energy advisor that is listed on your pre-retrofit evaluation report or contact a licensed service organization and provide them with your file number.  For more information, refer to the questions and answers.  All Geothermal Expert customers are still eligible to recieve their rebates.  However, inlight of the sudden decision from Natural Resources Canada to stop accepting new participants for the federal half of the program…..we encourge you to book your final audit if you are nearly complete your renovations.  This will ensure you recieve you full federal and provincial audit value.  It has been our pleasure facilitating geothermal solutions to the retrofit marketplace and look forward to many more years of replacement services even without the federal half of the rebates.

Northern Application of Geothermal District Heating System

The City of Yellowknife is in advanced stages of project engineering and plans to install a district geothermal heating system by extracting heat from an abandonded Cole Mine.  This project has the potential to provide a cost effective and more environmentally friendly alternative to burning fossil fuels for heat.  The information that will come out of this project on the effect of extracting ground-source heat from an existing aquifer and its associated long-term heat capacity will help determine if this technology could be replicated in other northern communities including First Nation communities.  (Source:  HRAI)
